Teenagers in the London borough of Harrow created the recipe-style card as part of a guide on how to work more effectively with young people.
It was launched on Tuesday (3 November) before an audience of more than 200 figures from across the children and young people's sector.
The card lists five ways to avoid violent crime and has been supported by police, handed out on the streets and taken up by local newspapers. It advises young people to be a leader rather than a follower and make a commitment against violence.
Paul Clark, director of children's services at Harrow, said the council had been approached by other local authorities to share its ideas and practice.
