Government turns its attention to improving residential care

Sir Martin Narey has been appointed to lead a review of children's residential care, which will examine how to deliver quality provision and improved outcomes for looked-after children while achieving value for money.

Following recent assertions that children in care will be a government priority over the next five years and children's services are a "standout area" for reform, Prime Minister David Cameron has initiated a major review of children's residential care.

Led by Sir Martin Narey, who has previously advised the government on reforms to adoption and social work education, the review has been tasked with looking at which children should be in residential care and how the system can be improved (see box).

So what are the issues that need to be addressed and what are the possible solutions?

One of the main concerns is around outcomes for children in residential care, which are generally poorer than for other children.
