Government sets out blueprint to reverse decline in adoption

Plans to reverse a fall in the number of children being adopted include changes to prioritise adoption over other forms of care, increased post-adoption support and speeding up the process of finding prospective adopters.

The Department for Education (DfE) has released a four-year strategy to streamline the process for placing children with prospective parents and improve support as it attempts to arrest the rapid decline in adoption orders made over the past two years.

Following the Re B-S legal ruling by Sir James Munby, president of the Family Division of the High Court, the number of adoption placement orders granted by courts has fallen from 5,420 in 2013/14 to 3,590 in 2014/15 (see graphic). The most recent quarterly data shows orders had dropped to 750 between April and June 2015, half the rate of two years ago.
