Home Secretary David Blunkett also announced last week that the minimum age that people will be able to enter the UK on the grounds of marriage will rise from 16 to 18.
A spokeswoman for the Joint Council for the Welfare of Immigrants said: "Figures show a large number of young people are being forced into marriage. But is this guidance a proportionate way of doing it? It would be more efficient to increase education and awareness."
