The government's poverty tsar Frank Field MP has questioned whether youth organisations should be offering courses to re-engage young people in learning.
Speaking at the YMCA George Williams Founder's Day Lecture in June, Field said that while he applauded youth organisations for supporting young people, he asked whether it was "satisfactory to rely on the voluntary sector" to step in where the state has failed.
"All these young people will have been given 13 years of public investment in their education," he said. "But what is it that is going on in schools, which after 13 years means we find people without any qualifications and others not even entered for public exams?"
