Six local authorities are exploring whether independent social work organisations can provide a better level of support to looked-after children than councils. Tom de Castella takes a look at how the pilots are being structured.

It might be early days for the social work practice pilots, but Carole Archibald is hopeful about the difference they can make. As senior youth worker at In The Spirit, which has won the contract in the London Borough of Hillingdon to test out this new way of working with looked-after children, she believes the pilots have the potential to address some of the longstanding concerns of children's social workers. "I like the idea of working more directly with young people and being able to spend time with them doing something that they want, such as going to the cinema," she says. "I also like the idea of being able to make more decisions at ground level and give quicker answers to young people when they make requests."
