Liz Goldthorpe, chair of the Association of Lawyers for Children, said the council, an overarching body that will bring together agencies involved in the family justice system, would need similar powers to the new local safeguarding children boards.
"In the green paper the safeguarding boards that will replace the area child protection committees will have enforcing powers," she said. "But there has been nothing to suggest similar powers for the Family Justice Council."
The Department for Constitutional Affairs is to place recruitment ads for the Family Justice Council this month.
The council will aim to draw together agencies and committees in a bid to improve outcomes for those coming into the system, particularly children.
