Extension of free education for two-year-olds

What is it all about? The government is planning to expand the legal entitlement to free early education for two-year-olds. Following a previous consultation, around 20 per cent of two-year-olds in England will be eligible for the first phase of the entitlement from September 2013.

This latest consultation seeks views on possible eligibility criteria for the second phase, which will come into effect from September 2014 – taking the total proportion of two-year-olds eligible to around 40 per cent.

What are the main points? Free places will be targeted at children who will benefit the most, with the focus on economic disadvantage. The first phase of the entitlement offers free early education to around 150,000 two-year-olds if they either qualify for free school meals or are looked after by the local authority.
