The Home Office unit would work towards long-term social change, said the Street Weapons Commission, set up by Channel 4 and chaired by Cherie Blair. But the commission, whose members include CYP Now columnist Howard Williamson, warned there were no quick fixes for violent crime.
"Victims and perpetrators of weaponised street violence are getting younger and the number of children and young people carrying knives is increasing," the commission's report said.
Other recommendations included: public access to violent crime data; housing young offenders in secure "academies"; lesson plans on weapons for teachers; and more funding for youth activities. It also said the value of youth services must be recognised within local authorities.
