Sukhvinder Stubbs called for a long-term project to help young people in the Lozells, Handsworth and Aston areas. The trust funds local projects including anti-gang group Young Disciples.
"When I was growing up in Handsworth, there were a lot of activities to keep young people busy, but there has been a demise," said Stubbs.
"Local groups find it very difficult to get access to funding from local authorities to work with young people."
The Lozells riots followed three days of protest by the Black community over the alleged rape of a 14-year-old girl.
