Ennals urges radical action for families as he departs NCB

Sir Paul Ennals has called for a transformation in the way family support services are provided in order to stem the flow of children entering care, saying he wants all neighbouring local authorities to jointly commission services for families in households before they reach crisis point.

In a wide-ranging exclusive interview with CYP Now on the eve of his departure as National Children's Bureau (NCB) chief executive, Ennals said that such a move could "make real and significant savings within one financial year". He said it would mean "restructuring family support services around the country to have more available earlier" and that "operating across large geographical boundaries would bring increases in efficiency and effectiveness".

He said more foster care support should also be made available on a flexible basis to families in need but not yet in crisis: "There is now evidence that shows there is a lot of money to be saved by making sure we're able to pick up children who are on the edge of care." Ennals' call comes as care applications continue to rise, with the latest monthly levels in excess of 800.
