Conservative plans for a new flexible childcare payment would benefit 340,000 families compared to the 210,000 who receive the existing childcare tax credit. The Conservative policy would mean large payments made to 130,000 families who are currently not using formal childcare, according to the Institute for Fiscal Studies.
