Education shake up in secure estate

Education in custody could be put in the hands of local authorities under plans unveiled by Children's Secretary Ed Balls.

Speaking at the Youth Justice Board's annual convention last week, Balls said the government was concerned at the standard of education in the secure estate. He outlined plans for local government to take over education of young offenders, saying that current provision for prisoners fails to give them the education or the skills they need to find work.

"This would mean that for the first time, young offenders will be given the right level of education and training consistent with the experience of their peers outside the youth justice system," he said.

Balls said giving local authorities direct responsibility for young prisoners' education would create a system on a par with education delivered in schools and colleges.
