Redcar & Cleveland Borough Council may only have a small number ofpupils from ethnic minority backgrounds, but it is well attuned to theirneeds.
Its 2005 annual perforce assessment said: "The ethnic minority advisorygroup monitors performance effectively, enabling support and resourcesto be well targeted."
