Barry Sheerman, Labour MP for Huddersfield and chair of the Education and Skills Select Committee, introduced the bill, which received its second reading on 18 May.
Under the proposals all 16- to 18-year-olds in education or training would be entitled to access to a mentor, either in school or in the workplace.
The post-16 education and training bill also includes provision for a community leadership programme, which would help young people develop employment skills. Other plans include giving all young people leaving school the right to a "personal profile" of their achievements.
This would outline the most effective way of achieving the young person's educational and training requirements after the age of 16, while the mentor would be responsible for giving "guidance and advice".
