Education: Councils set to get new school powers

The Government will give local authorities new powers to intervene at schools where children's safety or education is at risk.

Draft guidance published last week elaborates on the powers contained inthe Education and Inspections Bill. It states that councils can send out"warning notices" to schools when the standard of pupils' performance isunacceptably low; when there has been a serious breakdown in managementor governance; and when the safety of pupils or staff or the school isthreatened.

The school then has 15 days to reply to a warning notice and show thatthey have an appropriate improvement strategy. If this does not happen,then the council can take control of the school. Currently, localauthorities can only send warning notices to low-attaining schools.
