As we report this week, Tower Hamlets council, one of the pioneers of commissioning, has been forced to re-tender contracts because of "internal management issues" at one of its providers, Davenant Youth Centre of Excellence (see p3). While the authority remains committed to commissioning, its experience highlights the risks inherent in the practice.
Tellingly, it was commissioning that emerged as the main theme at Young People Now's Youth Matters in Practice conference last week. Youth minister Beverley Hughes used her keynote speech at the event to urge local authorities to "step up to the plate as strategic leaders" and "orchestrate" the provision of services from the voluntary as well as the public sector.
