This year, the Local Government Association says councils face a 600m "black hole" and much of the cutting will have to come fromchildren's services (see Analysis, p12).
Well they would say that, wouldn't they? After all, the more scary apicture the LGA can paint, the more chance the Government might befrightened into finding extra money for councils, as it did lastyear.
Financial constraints on the Treasury are much tighter this year,however.
At the same time, despite the usual brinkmanship, there is a lot ofsubstance in what councils are saying.
Ministers have made a number of commitments in the past couple of yearsthat councils now have to pay for, along with obligations created bylegislation.
