The task seems no less daunting now that, three months later, theGovernment has issued detailed guidance. A requirement that authoritiessubmit basic plans by November and detailed plans by February has beendescribed as "barmy" (see News, p2).
The Government is right to maintain the momentum of development. Forplans to get bogged down just at the point where they are handed over tocouncils would be disastrous.
However, local managers' trepidation is not due to lack of support forthe children's centre programme. They need time to get things right on anumber of fronts and are worried plans could come unstuck throughhaste.
One factor affecting time-scales is the need to consult communitiesproperly.
