Neil McKeganey, professor of drug misuse at the University of Glasgow, investigated the issue in a research review for the Joseph Rowntree Foundation.
He found that one possible consequence of random testing could be to encourage pupils to switch from cannabis to drugs that are cleared from the body very quickly, including heroin.
He said: "It would seem preferable to avoid the proliferation of random drug-testing programmes until such time as there is clear data on effectiveness."
