Under the new national performance framework, councils have been free to choose 35 local targets from a list of 198. However, just 23 councils out of 150 chose the target to improve services for disabled children, according to government data.
Only one council prioritised reducing the gap between children with special educational needs and other children in Key Stage 2 in maths and English.
Steve Broach, campaign manager at Every Disabled Child Matters, said: "It is disappointing that so few councils made reducing the gap in attainment a priority. It is one of the toughest targets they have and this new framework was supposed to be for councils to address those areas where improvement is difficult."
