The initiative, set up by the Howard League For Penal Reform and the Local Government Association, involved an expert panel reviewing previous occasions when juveniles were sentenced to custody in North Hampshire.
The panel was set up in September 2007, when 78 children were sentenced to custody. By 2008 that figure fell to 45.
The Howard League has written to local authorities in England and Wales asking if they would consider adopting the initiative.
Of the 35 local authorities to respond so far, three have already established custody panels (Luton, Warwickshire, Stockton-on-Tees) and four plan to create a custody panel as a result of the pilot (Nottinghamshire, Staffordshire, Waltham Forest and Sunderland).
