
The chief executive of the Young People's Learning Agency (YPLA) has thrown down the gauntlet to local authorities, challenging them to step up and play a central role in shaping 16 to 19 education provision ahead of plans to raise the participation age.
The Labour administration devolved responsibility for funding and planning for 16 to 19 provision to councils in April 2010. The coalition government then reversed that change when it came to power in May 2011.
In an exclusive interview with CYP Now, Peter Lauener acknowledged that some local authorities feel their role in 16 to 19 education has been sidelined since then, but he insisted that councils do have a clear role to play.
