Councils identify elements of 'gold standard' in leaving care services

The New Belongings programme has seen councils devise improvements for young people leaving care, with senior buy-in and care leaver involvement critical to making positive changes as they make the move to independent living.

In the past year, more than 10,300 young people aged 16 and over left local authority care. Councils are responsible for putting in place measures to ensure these young people make a smooth transition to independence.

But evidence given to a recent parliamentary inquiry into post-16 care options suggests some are still struggling to do this.

The committee was so concerned after hearing about young people placed by local authorities in unsuitable bed and breakfast accommodation for months on end that it recommended a total ban on B&B use be introduced.

The government rejected the call, but last week changed guidance so that authorities should only use B&Bs in "exceptional circumstances" and for a maximum of two working days.
