In May, the Law Lords found the London Borough of Southwark had brokenthe law by only providing accommodation for a homeless 17-year-old andnot a care plan until the age of 21. A spokesman for the LocalGovernment Association (LGA) said: "A potentially highly significantcost pressure for councils is anticipated. Councils will have a numberof 16- and 17-year-olds already in the system who may need to beconsidered in retrospect."
The Association of Directors of Children's Services, London Councils andthe LGA have begun to gather evidence on how the ruling will affectcouncil budgets and decisions regarding homeless teens.
