Councils can be 'interested not interfering' middle tier

I have been considering the various political proposals for education through the lens of what has actually happened over recent years.

Michael Gove changed the governance of the education system radically. The Prime Minister has deemed the free schools programme as a major achievement worthy of expansion, although there is no convincing evidence that outcomes will improve. It's worth remembering that increasing school autonomy has been a trend over several decades, with local management being introduced from 1988. The 2010 Academies Act accelerated the trend, but it wasn't the start. In any case, how much does autonomy really matter? If the signs were painted over, I would defy visitors to tell the difference between an academy or a maintained school, based on day-to-day operation. There just isn't a fundamental difference.
