Councils breach out-of-area rules

Local authorities are failing to notify other councils when they place looked-after children out of their areas.

Following an investigation by Lancashire County Council's children andyoung people scrutiny committee, it was found that other authorities arenot meeting their statutory duty to inform Lancashire when placing achild in a private children's home in the county.

According to charity The Who Cares? Trust, this problem is happeningacross the country.

Natasha Finlayson, chief executive of The Who Cares? Trust, said: "Inorder to ensure all looked-after children are as well safeguarded aspossible and are at the forefront of local authority children's plans,every local authority needs to know how many looked-after children ithas and how many from other authorities are placed in itsboundaries."

Although monitoring the children remains the job of the authority theyhave come from, the local authority in which the child lives stillprovides services including education and health. The local safeguardingchildren's board would also be involved in any investigations concerninga child's welfare.
