Councils begin to reshape director roles

Changing government priorities and cuts to funding are prompting local authorities to reshape children's services departments to take on broader areas of responsibility.

Hillingdon, Stockport and Solihull are among councils that are dropping the post of director of children's services in favour of new directors of people or joint directors of children's and adult social care.

Matt Dunkley, the new president of the Association of Directors of Children's Services (ADCS), has warned that councils must guard against diluting accountability for children and young people, arguing that any reorganisation must pass several "tests" and not simply be part of a cost-saving exercise.

"Structures need to include clear professional and political accountability for outcomes for children," he explained. "They need to pass the test as to whether they aid partnership working and there needs to be clear accountability for safeguarding if we're to avoid lapsing into some of the difficulties that prompted the first Laming review."
