Carolyn Hamilton, director of the Children's Legal Centre, said: "We get two homeless children a week referred to us and we are just one organisation. It's remarkable that you get 15-year-olds that are homeless without access to housing, money, food or healthcare.
Speaking at last week's No Bullsh*t conference organised by charity Kids Company, she said: "If this was happening in the developing world, we would say they needed to change the system."
Hamilton also said she frequently had to go to court to get local authorities to safeguard children in need, claiming only a fraction of young people entitled to an assessment under the Children Act 1989 actually received one.
