The announcement provoked an angry email to colleagues in the ruling Labour group from Councillor Penny Abraham, whose portfolio includes social services. She said she felt "revulsion" at the decision, which left staff "reeling and bewildered".
Some councillors believe Held's departure came because the recent performance assessment by the Audit Commission dropped Camden's rating for adult care services from three to two out of four.
