The bill will then be published at the start of the parliamentary Christmas recess, with Hinchliffe planning to reintroduce it for a full debate in January via the back bench.

He said: "In the UK, one young person a week dies at the hands of an abusive parent, but nothing is being done about it. I've seen parents who have seriously harmed their children use the defence of 'reasonable chastisement'. But the definition of 'reasonable' varies."

Bill Badham, development officer at The National Youth Agency, which is a member of the Children are Unbeatable alliance, said: "There is a contradiction with the Government's stance on child protection in the green paper, Every Child Matters, and its failure to legislate on this issue."
