A spokesperson for the board said more details on the scheme would be announced "soon".
The funding will enable Connexions to refer young offenders to training courses under the Learning and Skills Council's Entry 2 Employment scheme before they are released into the community.
At present, the council is piloting a 1m youth offending project with the Learning Alliance, which is due to go nationwide in January.
Stephanie Baslington, director of development at Rathbone Training, one of the four voluntary sector training groups within the Learning Alliance, said: "We are thrilled to hear about the 8m funding. Young people reoffend if they are unable to access services immediately, so personal advisers will be important in referring disadvantaged young people to our training courses on release."
