The University of Birmingham trained 10 young people from St Basil's Homelessness Prevention Service on the Open College Network.
Karen Fowler-Creavin, director of quality standards and information at the Connexions partnership, said: "A large number of young people don't have English as a first language, so we want to make sure our services are accessible to them. The aim is to develop a youth inspection team to do pre-inspections before Ofsted."
St Basil's received 15,000 funding from Connexions for the project, which included 8,500 for the training.
