The original seven-year deal with Capita was worth more than 100m. Some insiders have claimed it was as much as 125m. Of this 65.1m has been paid, and only an estimated 23.8m recouped. A department spokesperson said the remaining money was to cover "termination and run-off services to March 2007".
The Connexions Card has been criticised for failing to reach young people, and for inconsistent delivery. Carolyn Caldwell, executive director of the National Association of Connexions Partners, said: "I wish it hadn't been called Connexions, because it wasn't hugely successful in some parts of the country."
Jeremy Glover, chief executive of Bolton Lads and Girls Club, said the money would have been better spent on youth clubs.
