The unit, which receives more than 300 calls a year from under-25s at risk of forced marriage, 30 per cent of whom are under 18, is awaiting the go-ahead from ministers to launch the strategy after Christmas. The strategy is based on a consultation carried out earlier this year by the unit.
It will focus on three areas: raising awareness of the issue in the community; working more closely with agencies such as the police and schools; and using existing laws more effectively.
Naomi Abigail, policy officer at the unit, said: "We need to make sure people are aware of the issue and put it higher up the agenda."
