As this article goes to press, that is exactly what 15 local partnerships around England that are in the running for the Big Lottery's Better Start programme are going through. These local coalitions, each comprising local authorities, health services and their voluntary sector partners, have already received funding to develop their vision for improving the health of young children from the time of conception to age three. Up to five of them will win considerable further support to build long-term plans lasting eight to 10 years, which will help thousands of parents in giving their children the best start in life. So a lot is at stake, with funding of around £35m available for those selected - hence the grey hairs and furrowed brows.
