The council plans to create a families' directorate that will replacethe county's children and young people's and adult social caredirectorates.
The move is part of an efficiency drive designed to slash the council'sbills by 139m over five years.
Richard Shaw, chief executive of Surrey County Council, said the changeswould not only save money but would help ensure a better service forfamilies.
"We were one of the first authorities to integrate our children'sservices and there have been clear benefits," he said. "However, thereare disadvantages to the children's trust approach since some familieswho need both adult and child services may get left behind. By regardingdepartments as separate entities we risk drawing an artificial dividingline."
