Christine MacKechnie, chair of the Glasgow children's panel, said she wanted existing members, who are unpaid volunteers, to have an "easier ride".
The Glasgow panel has 616 serving members and wants 170 new ones to ease the pressure and replace people who retire or move away from the city.
Each panel comprises three lay members who decide if compulsory intervention is needed because of concerns over a child's welfare or offending. Children are referred to a hearing if the children's reporter thinks intervention could be required.
Another council with a high recruitment target is North Lanarkshire, which has 178 panel members and wants to recruit 60.
