The research, to be issued in the next few months, will suggest the extra money has encouraged short-term partnerships.
The evaluation found that the preventative model encouraged through the fund will revert to an intervention-based approach and that practitioners regard the fund as "a pot of money rather than a catalyst for change".
The Children's Fund is delivered by 149 local partnerships made up of several agencies. The Department for Education and Skills recently announced that the fund will have 411.5m to spend between 2005 and 2008 - a drop of about 23m a year compared with 2004-05.
