Peers are poised to challenge Government plans to create an English children's commissioner as the House of Lords starts to debate the children bill.
Several members this week proposed changes to strengthen the commissioner's post, including greater independence.
In addition, Labour's Baroness Thornton is attempting to create an assistant children's commissioner for Greater London.
Other measures up for debate include adding the immigration service to the agencies affected by child protection laws, requiring young people's consultation, and making youth offending teams work with other services.
Peers were due to begin debating the bill yesterday.
