The Children's Rights Alliance for England is already in discussions with politicians about how the legislation could be altered to give more teeth to the post, which would be created as part of the bill.
The decision to allow the commissioner to represent young people outside England in matters not controlled by the devolved assemblies and parliament also came under fire. Lynne Hill, policy director at Children in Wales, said: "The Welsh commissioner should have these powers rather than Welsh children having to use two commissioners." The commissioner should be in place by April 2005.
