The Bill had its second reading last Monday and was passed unopposed tocommittee stage.

However, education minister Ruth Kelly was forced to defend theGovernment view that new statutory duties on local authorities could beintroduced at no extra cost. She said "massive investment" directed tocouncils through Sure Start, extended schools and other measures "willmake it possible for them to carry out the duties in the Bill".

Seventeen MPs have been nominated to serve on the standing committee, which will look at the Bill in detail. They include children's ministerBeverley Hughes, shadow children's minister Tim Loughton, and LiberalDemocrat spokeswoman for children and families Annette Brooke.
