The Local Government Association (LGA) and the Association of Directors of Children's Services (ADCS) say the move, which has gathered support across all three major political parties since the Baby P case, could severely disrupt the work of boards.
Caroline Abrahams, LGA's programme director for children and young people, said: "It may be counterproductive to change chairman where you have a DCS successfully chairing a board. It makes no sense to remove them for the sake of it. Also, it is a highly skilled role that is not for an amateur. I'm not sure they would be able to find the number of suitable independent people needed to replace DCSs."
