The report uses the UK as an example of how government intervention and higher spending on family and social benefits can bring down rates.
Jonathan Stearn, director of End Child Poverty, said: "The Government has a strong policy on reducing child poverty but it doesn't talk it up."
But the report also claims that low-income UK parents receive the majority of financial support from benefits, reducing the incentive to move into work.
