The Nuffield Review of 14-19 Education, based at the University of Oxford, also wants careers guidance to be compulsory for all 11- to 19-year-olds in England and Wales.
Schools are inspected by the education watchdog Ofsted but local authority information, advice and guidance services in England are not subject to regular scrutiny. In Wales, Estyn is the body responsible for inspecting these services.
The review has published a paper on careers education, warning that it is a "vulnerable area" of the school curriculum.
However, David Andrews, author of the report and senior fellow at the National Institute for Careers Education and Counselling, notes there are "hopeful signs that many Connexions partnerships are paying more attention to careers guidance".
