A Care Leavers Association study, carried out using the Freedom ofInformation Act, found there was a "highly variable" service for careleavers wishing to look at their records.
The survey, which questioned 100 local authorities, found that councilslacked standards around monitoring access to records and failed tomanage the information properly. Another finding was the excessivedelays in responding to requests for access, with the longest lasting562 days.
Some councils refused access to the information all together, anddifferent local authorities were found to have different policies andpractices on retention and destruction of the files.
The association's Access to Records campaign aims to ensure care leaversare aware of their right to access their case history files and thatthese files are managed appropriately.
