Care homes: At home with participation

What would a residential care home look like if it was run by young people? Sue Learner finds out how looked-after young people are being encouraged to participate in the organisation of their homes.

There are about 8,000 young people in residential care in England alone, including young people with disabilities and unaccompanied asylum seekers.

Participation has been a buzz word in youth services since the launch of Every Child Matters and The National Youth Agency's Hear by Right standards framework, but levels of participation in residential care homes differ hugely.

Some young people, such as those resident in Glebe House in Cambridge, and Shaftesbury Homes & Arethusa in south London, have a part to play in important decisions such as recruitment, while others can return home after a day at school to find a completely new person in charge of their home.
