Mary Bousted told CYP Now that David Cameron's focus on improving discipline in schools in the wake of riots is misplaced.
"These riots happened when young people weren't at school," she said. "Cameron has been quick to say we've got to look at the culture in our schools, but that's not the issue. Schools are oceans of calm for many children with disordered lives. It's where they learn to be responsible citizens - they're not learning it on the streets or at home."
Stephen Adams-Langley, regional manager at charity The Place2Be, said schools need funding to offer counselling and therapeutic services to the most disadvantaged children.
