
In April, the government announced massive hikes in legal fees for care proceedings and introduced the Public Law Outline, which changes how cases are handled. Since the reforms there have been reports that the number of care proceedings in London has slumped by up to 40 per cent, prompting fears that children at risk are being left with their families.
Paul Clark, director of children's services at the London Borough of Harrow, said an inquiry was needed: "People say there has been a drop in care proceedings, but we don't know why. I think we need to find out why rather than just speculating."
