Key priorities for the Children and Family Court Advisory and Support Service will be to drive down delays in local services and address a "major deficit in training" among staff.
The plan pledges "value for money" with the introduction of a new case-recording system to allow it to track performance and improve the management of its 107m budget for 2004/05.
Other goals include strengthening engagement with service users through initiatives such as the piloting of interactive computer software to canvass the views of children and young people, and establishing a complaints unit by December this year.
New chief executive Anthony Douglas has already announced his intention to look at a long-term strategy for the service.
